Research Data Lakes
Research Data Lakes – “RDLs” – are the backbone of our products and research. RDLs are fully scalable, cloud-based data centralization and transformation tools.
An RDL pulls existing, unstructured data from multiple sources and pools it into a single “lake” for analysis. For example, siloed data from workforce development, education, and health, and departments can be brought together to power more robust, holistic analyses that inform public policy and programs.
The entire process is automated, eliminating the need for lengthy and expensive inter-departmental data gathering. These secure, research-ready environments can feed APIs to produce data visualization, predictive modeling, AI-powered interventions, and causal analysis tools.
Additionally, our RDLs are FedRAMP-secure and modular. RIPL provides the tools and expertise, but our partners maintain full ownership of their RDLs. Partners retain full control over their data, with automated logging and auditing to provide complete transparency into its use.
Secure Data Enclaves
Secure Data Enclaves, or “SDEs,” allow administrators to collaborate with other databases without compromising security. Rather than simply throwing data into one large collective and siphoning information from there, SDEs pull specifically defined data into a protected “enclave.”
Like a white glove archivist in a rarefied reference library, SDEs lay out only relevant and needed information, leaving the rest of the collection under lock and key. Similarly, SDEs enable control over how the data is accessed, whether it can be copied or exported, and who is allowed into the “room.”
SDEs can support multiple environments, such as Windows or Linux, and any analysis package or software. By confining access to only relevant data and setting careful restrictions on its use, SDEs mitigate the headaches and vulnerabilities of juggling individual access to vast amounts of sensitive information.
SIRAD
By its very nature, data that impacts the lives of the public is highly sensitive and personal. Responsible research means protecting the privacy of the people behind the data. Of course, without being able to cross-reference data on specific individuals, combined data from multiple sources can become useless noise.
That’s where SIRAD comes in – Secure Infrastructure for Research with Administrative Data. SIRAD is an open-source integration framework that cleans and organizes data for research without jeopardizing privacy or security.
SIRAD strips an individual’s data of personally identifiable information, “PII,” before making it available to human researchers. PII is replaced with a global anonymized identifier, a high-tech “nickname” for researchers to reference when joining data on an individual person, without ever knowing that person’s actual identity.

Certified Payroll Hub
Prevailing Wage laws are meant to protect workers from wage exploitation while working on public projects, but enforcing those laws requires careful monitoring and transparency. State governments may find themselves struggling on both fronts without modern tools to handle unwieldy payroll data.
RIPL’s cloud-based, customizable web application – the Certified Payroll hub - boosts enforcement efforts and simplifies the process for everyone involved.
Government workers are given enhanced tools for search and analysis, while contractors are provided user-friendly ways to submit certified payroll records. Cloud-based storage infrastructure provides public access to compliance data for transparency and accountability.
